Aquí tienes la explicación de Tom:

Peacock just called us; they’ve produced new Reversing wheels and they’ll ship them to us today, they are asked we to test it

The peacock’s side said that the wheel has two parts, and the two wheels have tolerances and haven’t been properly broken in.

Normally, the upper wheel doesn’t rotate, but the lower wheel does.
Our current movement has a problem; the rotor seems to be flying off.
The reason is that both the upper and lower gears are rotating.
The space between these two gears is not clean; the lower gear is driving the upper gear as well, causing the problem.

Because static friction is greater than sliding friction, the friction of a gear is greater when there are impurities than when there are no impurities. Slow winding is static friction, while rapid winding is sliding friction.

Imagine these two wheel are joined together, with some impurities between them (I’m not sure what they are).
You gently rotate them; the friction of the wheel is low, while the force of the impurities is high, causing the two wheel to stick together.
You rotate them forcefully; the friction of the wheel is high, stronger than the force of the impurities, and thus, the two wheel separate.they are working normal.
